You may allow transhipment of 215 tons Parafin Wax to be shipped from Dutch East Indies by Asiatic Petroleum Co. before the end of year consignees Shell Company of California San Francisco subject to guarantee from ilcore and Munger New York who are actual buyers that neither wax nor any manufacture there from will be re-exported or used in any way

to advantage of enemy and that neither wax nor manufacture will be sold without similar guarantee.
